If anybodys interested there is a pirate or a new operator broadcasting on 96.5 as KUBU. Anybody here have any information if there has been a license transfer? They are also mentioning a Station on 106.9. What's up?

I guess it returned to the air.
They should be very careful not to continue playing songs with the f bombs. American Gangsta is not an appropriate song to be aired.
Okay, so this is genuinely weird.
It appears that after Access Sacramento shut KUBU down at the end of March, 2025, a guy named Kevin Coble put it----or at least something with the name KUBU965---up on Live365. He started promoting it on his personal Facebook page three days before KUBU went dark on FM.
Coble describes himself as "Host, owner and station manager of KUBU965 on Live365.com creating local community and Sacramento area programs aired on Comcast channel 17 and 96.5 FM."
When KUBU was still Access Sacramento's and on the air, Coble did two late-night shows a week (even though one installment of "Late Night Sacramento" aired at 6:00 pm):

The FCC shows Sacramento Community Cable Foundation (Access Sacramento) as being the licensee for the original KUBU in 2015 and holding a construction permit for 96.5 FM granted just last month:

In November on Facebook, Coble said he was "partnering with one of Sacramento's original FM stations to make KUBU965 on LIVE365 air on 1430AM & 98.1 FM."
That may or may not come as a surprise to the folks who own those frequencies:

A friend of mine (we go all the way back to Reno in 1982) is a retired Executive Director of Access Sacramento. I've reached out. I'll let you know if I learn anything about this.

I think they’re definitely counting areas outside of the protected contours, lol. Yeah, you can hear it with a good antenna an a little luck.
My Tecsun PL-380 and Qodosen DX-286 both receive KZHP-LP and the 95.5 KAWZ translator (27 watts) just fine in both Grass Valley and Pioneer. When I get home I'll see what I get on 96.5, 95.7, and 103.1. But I bet it's still KOIT, KGMZ, and KKCY. It's all about line-of-sight and lack of interference.

Checking tonight from Grass Valley, 95.7 is a mix of KGMZ and KALF, 96.5 is a mix of KOIT and K243CH (Jackson's KVGC translator), and 103.1 is KKCY Colusa. No sign of these LPFM's up here. Interestingly enough, it looks like KUTZ filed to go silent and hasn't filed any CP to move to their new location, even though the article linked above seems to imply that they've moved.

This is a really critical question, and I need a direct and serious answer (I'll explain why after).
Did you hear this on the air, on 96.5 FM, or did you hear a stream of KUBU?
I did hear back via direct message from K108 Sacramento, who confirmed hearing KUBU on 96.5 FM.
I've also had a conversation with my friend, the retired Executive Director at Access Sacramento, and he's been in touch with the current people in charge. It's become clear that my friend's successor was not aware of what Kevin Coble was doing.
Somehow Kevin Coble wound up with my e-mail address and messaged a group, including myself, late Saturday night. He insists KUBU is only streaming and not broadcasting on air.
There are clearly a lot of unanswered questions here, and I don't know how much more in the way of answers will come my way, but if they do, and it's appropriate, I'll share them here.
