Pirate Or LPFM At 103.5 On The Peninsula?

Maybe someone could help shed some light on this mystery. There is a station at 103.5 that can be picked up fairly well in the Newport News area. It plays urban oldies and classic hip-hip. What I heard at the Top Of The Hour was hardly a proper Legal ID. Has anyone else stumbled across this? Is it a LPFM or a pirate? Some of the hip-hop lyrics are uncensored so I'm betting on the latter...
 
I've been keeping my eye on a 103.5 that comes in often but only as a fading in and out static-filled signal, that I just brush off as a local station but haven't been able to find anything on FCC's fm query or on Radio-Locator about what it might be. It plays the same-sounding music, classic hip-hop and urban oldies, but is a little bit too staticky to be able to determine what it's legal identification is from here in Norfolk, VA.

If you could mention the branding or what they tried to legal id as, I might be able to find out more about it. I'm unsure of what station has been on 103.5 in this market, but if you could provide recordings of it, if it's still there, I might potentially be able to track where exactly it's coming from with my SDR and an antenna by driving around the area where you claim you can hear it.

This 103.5 that I've been hearing that's fading static is a pain in the rear end because it looks and acts like e-skip to my eyes and ears, making me think there's an es opening and unknowingly baseband recording it, only to waste storage when I realize that it's just that "local"
 
Maybe this can help, RadarFolf. I Googled 103.5 and actually came up with the calls WHHS as well as a website and Facebook page which describe the station as an LPFM run by someone who calls himself DJ Amuur at times and DJ Amir at others. There was no address but it comes in pretty clear near the shipyard and the Monitor Merrimac Tunnel. I think this must be a pirate because the site mentioned the station was previously located at 98.1 in 2014. I just noticed it six months ago.
 
Whenever I listen to this station it's at the same times: in my car during my work commute. Funny thing is, even though the songs played are obviously Soul/Black/Urban/Hip-Hop oldies, I don't recognize any of them. I was starting to think maybe these are UK hits.
