That would be a translator. It is the translator that used to be on 89.7and 89.5, it originates from the Comcast tower on the Bolton/Vernon line east of Manchester. They are finally licensed to the facilities they've been using since they were on 89.5.
Their primary station is licensed to Norfolk but is physically located in North Canaan. I've yet to ever actually hear it on the air since it moved. I did hear it once when it was on the roof of a barn in Norfolk a long time ago. (Yet the translator remained on.)
Eventually, I thought I heard an ID mentioning being on 98.3 and the typical "Radio Avivamiento" ID as if I were in Meriden. I didn't know if there was a new translator up and running so I tried doing yet another search using the new info and I found this: http://maximizedlivingct.com/main.php?page=view&id=19
Take note in the right column, the website lists it's shows as airing on WSGG in Meriden on the expected 98.3, but above that is lists 100.1 WSGG in Hartford-Manchester, and a quick look at the Manchester listings on Radio-Locator revealed that it is indeed a translator licensed to Talcottville as W208BK under a construction permit (is this a move from 89.5? that radio show site doesn't mention 89.5). I did a head-slap (D'OH!) as I'd done this search using at first using Hartford in normal reception range and then doing a state search, it never came up, had I opened up under Hartford to distant stations, it would have come up! (Apparently the state search does not reveal translators!)
I'm going to have to listen to the original 98.3 and see if the programming is just as sloppy and chopped up like a buffering internet feed, another thing I noticed was not only did it cut out constantly, it also would toss in random ID's and either commercials or underwriting at random.
(b) An FM booster or FM translator station rebroadcasting the signal of an AM or FM primary station shall not be permitted to radiate during extended periods when signals of the primary station are not being retransmitted.

Many pirates that dont operate 24/7 leave it on so no one else will pirate their pirated frequency.
