pirate radio

why does anyone waste time putting a pirate radio station on the air when they can
operate a so--callled internet radio station legallly. ? Are these people obcesssed with being
on---the---air & getting into trouble with the FCC ?
 
It's easier for audiences to hear OTA radio than internet. Many of the pirate stations aim at immigrants and poor people who don't always have computers and broadband service.
 
Also easier to be found (seek & scan), again especially in urban, immigrant communities, as The BigA notes.
