Pirate simulcast 1700/107.5

Earlier tonight, I heard the same Spanish-language preaching being simulcast on 1700 khz and 107.5 mhz. The 1700 signal was ultra-strong, the 107.5 fairly weak here in Meriden. Any idea where these signals are coming from?
