Pirate station on 87.7 in Newark

I always hear a pirate station on 87.7 that interferes with Pulse 87 around Newark. It plays Spanish/Caribbean music. There's also another pirate at 87.9 that has been on for years.

I suppose that you can receive the Brooklyn pirate stations in Newark and vice versa. There are so many pirates, they interfere with each other.
 
I wonder...does New Jersey have a stricter law with these "pirates?"

I know Florida smacks down real hard on such piracy of the airwaves. Yet in New York, from what I recall, the worst that could happen is consfication of equpiment and a $1,000 fine. And perhaps after a "cooling down" period, the pirates are back on that dial location...that is if another pirate didn't get there soon after.
