Yup. One of the guys in Erie claims he is running a legal amount of power but on FM that would be only a few milliwatts. A field strength of 250 milliwatts at three meters will reach at best, a half to 3/4's a mile in mono if the transmitter is mounted up in the air around 40 feet and does not have any obstructions nearby. And then that signal will only be heard on car radios or decent home tuners with an outdoor antenna. Home radio reception might be a block or two at best.

That's correct Ed. Meant to write 250 mv at 3 meters.
There's a guy in Indiana that mounted a Panaxis ACC 100 which is a Part 15 FM Type Accepted transmitter in a weather proof enclosure at 40 feet up in the air and the range was excellent. On the average car radio, in mono, you had full quieting for half a mile to 2/3rds of a mile!
