You may be right that the phrase "just after four" indicates voice tracking. Although in pre-PPM days, it was fairly common for stations to use phrases like "just after four" or "coming up to two o'clock" because if someone wrote 2pm or 4pm in their diary, the station would get credit for both the previous quarter hour and the next quarter hour. 1:59 or 4:01 only gave you credit for one quarter hour.
Then there's also the thing about being too technical for casual listeners. Unless you have to catch a train or something, "coming up to two" or "just after four" is a good enough time check, without being more specific than need be.
