Please explain this one

What good does it do an oldies station in the same cluster to be promoted on a rhythmic CHR? I am currently listening to KXJM, WiLd 107.5 in Portland, OR owned by CC. They also have the following stations in that cluster.
100.3 mainstream CHR Z100
103.3 KKCW K103 AC
105.9 KFBW 105.9 The Brew 80s classic rock
106.7 KLTH Oldies 106.7
620 Fox Sports 620 KPOJ
1190 newsradio 1190 and 102.3 KEX. I've been listening since about 11 this morning, and heard a promo for Oldies 106.7 and 2 promos for 105.9 The Brew. Why are they bothering to promote these stations on a rhythmic CHR? I'm 19 now, and I bet that today's music won't hit the oldies station till I'm about 50, so wouldn't it make sense to promote Z100 and WiLd as a combo similar to how they do it in St. Lewis or promote the AC station with the 2 CHRs rather than the stations so far out of the target demographic?
 
My cynical answer is that Clear Channel's corporate chieftains probably require cross-promotion of all stations and so they do. When I ran a cluster of Clear Channel stations, we were required to cross-promote without regard to format but it's been a while so I don't know if that's still true.
 
That's kind of interesting, I don't hear it on all CC stations though, just in the two clusters I've mentioned. The other thing that annoys me somewhat about the KBWX stream is they play long morning show clips obviously left over from when KMJM was on that frequency. Some of them are quite interesting, but I wish they would remove all the stuff that directly references Majic 100.3. The swap happened in November, I'm pretty sure everyone who is going to switch has already.
 
Z100 and Wild cross promote each other all the time. and Z cross promotes K103, which in turn, cross promotes Z, The Brew and Oldies. Oldies cross promotes K103 and The Brew. I'm pretty sure that all the stations at least mention KEX. I'm not sure what KEX cross promotes because I don't listen and the same is true of The Brew. There's probably further cross promotion, within the cluster but I don't know to what extent.
 
Based on that, I would bet The Brew cross-promotes all stations in that cluster except for maybe Z100. I listened to Wild for most of the day yesterday and some today and so far I have heard them promote The Brew several times, KLTH now twice, and one for KPOJ. I haven't heard anything about Z100, KEX, or KKCW yet, though I'm sure it's a matter of time before I hear something, especially for KEX. All the promotion you just mentioned makes sense. In addition, I would add KFBW and KLTH promoting each other, and every station promoting KEX. The thing is, how many people that listen to oldies are going to want to listen to rhythmic CHR? How about classic rock to rhythmic CHR? I'm sure there are people out there who would do this, I personally listen to a wide variety of music, but I listen to CHR because of the point in my life I am at right now. The way the promo for KLTH is worded it sounds like there are a number of listeners listening to Wild that grew up listening to rock and roll on KKSN. How likely is that?
 
ProducerGuy, your answer seems the most likely. The rest of us assumed some conscious thought went into it and yet maybe what really happened was that thousands of listeners spent, cumulatively, hours listening to a pointless promo because someone (an intern?) replaced the fillers the way a wait staff person replaces napkins at his or her work station.
