The Chez Radio Procaster is what we use. Completely legal on AM and with the legal installation we get a very solid and hi-fi sound that reaches out over 1.5 miles., and a "listenable" signal that reaches out nearly 3 miles.
The FM rules regarding part 15 FM operation is regulated by range, not power. 200 feet is all you can legally get on FM. On AM the limit is on power..100mw (one tenth of a watt) but with the transmitter mounted at the base of the antenna there is no loss, and with a solid audio circuit, the Rangemaster or Pro Caster gets the job done nicely.
BTW the FCC is lax on pirates in big cities, because there are so many of them. However if a specific complaint is lodged..they will inspect, and they WILL fine.
