pledge drives on non commericial stations

how many pledge drives are permitted during the year on non commericial stations, i thought it was 2 times a year, yet i now hearing a station having another one (6-21-07) in austin after they already had one . they usually have pledge drives in the spring and fall on this station.

As many little low powered stations as they are putting up that dont really mean anything I wouldnt be surprised.
 
we have people listening to these non commericial stations in the office, while i listen to other station's and i noticed another pledge drive in a short period of time. i mostly listen to classic rock, oldies and other stations. i do agree there is too many low power stations comming on.
