Plumb Television?

Has anyone here ever heard of a TV network known as "Plumb Television"?

This network, if it actually exists, supposedly airs only in certain cities.

Or maybe it's just the name of a program?

Any and all valid information would be much appreciated...thank you.
 
Doh! I knew I should have tried some variations of the pronunciation. (The request to find information on this network was given to me by a friend, who almost surely heard about it from someone else over the phone.) "Plumb" just didn't sound right! :D
