Political Ads on Mexican Radio (and TV)

Like Argentina, during election time the airwaves get plastered with blocks of must-carry political adverts. I assume both the pubcasters (IMER, Radio Educación, etc.) and the commercial outlets must carry these blocks. I was listening to Radio Educación this afternoon via the Internet and thought I heard a "generalized" MORENA party promotional spot. Is that possible during a non-electorial period? Perhaps the government in power has carte blanche to run some promotional inserts? Any ideas?
