Portable Program Monitor technical measurements

Greg Ogonowski has made some interesting measurements on the PPM that address the question of whether it can be put before a station's transmission audio processor or if it needs to follow the processor (or be embedded in it). The executive summary is that the reliability of data decoding by PPM listening devices does not depend on the location of the PPM encoder in the transmission chain.

As concerned as Arbitron is about having the unit at a specific location and having one unit per broadcast entity I have a concern about EAS.

Arbitron is requiring the units go prior to the EAS currently. This places a primary station on multiple stations. This is another concern. Any fixes?

They indicate the unit will encode up to every 5 or 6 seconds.
 
Arbitron gave me 8 encoders and 4 decoders for my 4 stations. My county is unrated and only a few diaries (and no PPMs) are placed here.

My hope is that some of the many visitors from the nearest PPM market have a PPM strapped on so that I can show listening a couple counties away.

The primary EAS station in this market doesn't have PPM installed, so I'm safe there too.
