For Power 104, I think a flip to talk might happen, as it would give Clear Channel the chance to take their Premiere Networks talk shows "in-house".
And they could actually run a 24/7 syndicated talk format. CC/Premiere is regionally syndicating (mostly in western Pennsylvania, West Virginia, and Ohio) from Pittsburgh a show called
"The War Room", hosted by Quinn and Rose, out of their Pittsburgh station, which could fill morning drive. On "War Room"'s homepage, they call themselves "America's Morning Show", which might be an indication that this show will eventually go national. Maybe Hartford could (if Power 104 goes all-talk) be the first market in the Northeast to pick-up the show.
Is Imus on in Hartford?? That may be another inexpensive morning-drive option for a CC-owned FM talk station, but the signal of Imus' flagship WFAN-660 New York is suppoosed to be quite strong in the area, especially south of the city.
There are already Premiere shows (and CC-friendly Sean Hannity, which although not a Premiere show, is heard live in PM drive on many CC stations) to fill up the rest of the broadcast day.
If CC launches an FM talker in Hartford, it might very well pick-up all of Premiere's shows upon the station's launch.
As for WDRC-102.9, they won't go hip-hop. I don't think Hartford has a "Jack"-type station, so if WDRC decides to drop their oldies format, they may move in that direction. But then again, it's more likely that WDRC will decide to stick with their current format.
