Power increases on AM's in Syracuse/Utica-Rome

There is an interesting topic on the Buffalo/Rochester site about Canadian AM's going dark and the possibilities of American stations on the same frequencies taking advantage and raising their power. I think the topic is even more pertinent on this board because of the area's greater distance from the Canadian border. Now I have to say this is just a conversation because international treaties are involved.
MY take...
It's been many years since I was involved in any engineering duties in the area but I was always told that stations couldn't get power increases, day or night, because they were protecting Canadian stations to the north (and of course other American stations).
Some of the stations, in my opinion, that could benefit from Canadian stations going dark would be....
WRNY on 1350. They could get an increase both day and night. If they went directional it would be significant, but even if they stayed with one stick they could gain more power at night
WTLB on 1310. One of the worst night patterns ever. I know they are protecting Canada, among other stations, but maybe it is time to loosen up on the pattern to the north.
WRUN 1150. Very directional night pattern that is totally non existent signal north of Deerfield.
WHEN 620. Seems like they could loosen up at night to the north and east.
WADR 1480. The possibility of having a nighttime signal has always been there if they wanted to put up more towers. The problem has always been that a night time pattern wouldn't cover Utica & Rome. Sending more signal to the north would only serve woodchucks and bears.
WSEN 1050. They could get a significant night time increase if CHUM signed off, but that isn't going to happen.
