Powering and Powering Down?

6 years ago I was hosting a brokered show on WXCT AM 990 in Southington, Connecticut. During the months of June and July we were powering down at 8:30PM Eastern. In August we were powering down at 8:00PM.

Fast forward to August 2010. Several times during the past week I have done a scan of the AM Band and have noticed that WXCT is already powered down at 7:00PM Eastern. I know that the times are based on sunrise and sunset times, but did the FCC change them?

The FCC puts sunrise and sunset times on the license for each month of the year for daytimers and stations with reduced power or directional patterns at night that are different from daytime operations. The times are averaged and rounded to the nearest 15 minutes.

Two things may have happened to your 990 station... first, they may have adjusted for DST if the license showed standard time. The second possibility, and I have seen only a few of these, is that the station sees no reason to broadcast beyond a certain hour in the summer, perhaps because they feel there is no year round benefit... so they sign off earlier than the late summer sunset time.
