PPM in Philadelphia

Inside Radio reports the following regarding PPM in Philadelphia:


Countdown to the January 11 PPM kickoff in Philly — Are Clear Channel and Radio One encoding?
Arbitron doesn’t require stations to subscribe to the PPM service, but it certainly encourages them to encode. Inside Radio hears two big Philadelphia operators aren’t currently encoding, less than three weeks ahead of the start date for the first U.S. market for electronic
radio measurement.

What effect will this have on the results of the PPM measurement? Why the hold out? Should the advertising community put more pressure on CC and Radio One to encode?
 
I dont know what other stationa are encoding ppm..
but it is working at WTTM as of last week
 
Perhaps it's a negotiation strategy. If a large group with important stations doesn't encode, the ratings will be distorted.Inaccurate ratings will weaken the story for PPM making Arbitron more focused on a good deal, which is ultimately what it seems like they are seeking.
Arbitron is the biggest single expense most stations have.PPM makes it even more so.
