PPM "Pre-Currency Period"?

I'm looking at Arbitron's "PPM Delivery Schedule" PDF on their website: http://arbitron.com/downloads/ppm_delivery_schedule.pdf
As more and more markets move from diaries to PPM, there's one question bugging me that I can't find the answer to.

What is this "2-Month PPM Pre-Currency Period"?

Is it like a testing period and these two months' PPM data would not count? What's the difference between this, and going right into PPM after the final book from diaries?

In therory, the panel was building about 6 months prior to the first pre-currency period. So when the first pre-currency month hits, the panel should be fairly mature and balanced. In theory.

The two pre-months are to get stations used to using the data, and to iron out any issues that come with release and delivery of first a monthly book, then weeklies and monthlies. Once the June book is released, the other two months become available to non-radio users.

Pre currency is not released to ad buyers
