PPM station list

I found this list of stations encoding for PPM (which began on September 18th).

This list includes the Southern Broadcasting Rome cluster, Jacobs Media (WDUN, WGGA), Graddick's Carrolton stations, WLJA Ellijay, WYXC Cartersville, WEKS Griffin, and many others. The now Cox Athens cluster sans WMGG is listed. (Rome nor Athens is in the Atlanta metro proper. I don't know what counties Arbitron declares part of the metro).

Missing...Clear Channel's Newnan cluster (WCOH, WMGP, WVCC), WRAS, WREK, Davis's former oldies outlets (WLKQ, WNSY, WCHK). Salem's AMs (although WFSH is participating), Radio Disney, most of the smaller Spanish AMs, and all of the small bible thumpers and Spanish and Ethnic AM's (sans WGUN).

Equipment was provided free of charge by Arbitron...turning this down is akin to turning down a brand new car won in a contest or a million dollars.
 
Salem's AMs (WAFS-FM, WGKA-AM, WLTA-AM, WNIV-AM) are listed as encoders but not subscribers.
 
I'm curious as to why WLKQ and WNSY haven't encoded their signal. They subscribe to Arbitron and use it to sell.

Also, with kids 6-11 being measured for the first time, wouldn't Radio Disney be wise to encode? Of course, the stations that have been showing up the best for 6-11 have been AC's; in other words, what mom is listening to and the kid's meter picks up.
