PPM Stations encoding and not

I found the link to Arbitron listings. I note some stations are encoding but not showing. WIRE in Lebanon for one. I note others are listed with no numbers WEEM for one. Why are not all of the encoding stations listed?

Valid question...I can only speak to encoders that I have installed, but it's interesting to see that WFDM/WXLW/WQRA showed up promptly after they were installed/fired up, yet WIKL/Elwood and WJLR/Seymour didn't make the cut, even though they've been encoding for some time now. I can see WJLR simply not showing up as the only thing that has a 60dbu in the metro is the 102.1 translator at Taylorsville. Elwood is another story with about 1/2 of Hamilton County within the 60dbu contour. No answers but it is a valid question.
 
As I am to understand a station in the Indy market of 1.4 million must
make at least .5percent of the 1.4million to register. That seems to
be about 7000 or so. If the station came up less than that the station
does not show up.

That thought certainly crossed my mind, but when 101.9 cumes huge numbers and 101.7 is broadcasting the exact same programming, it seems strange that 100% of the Hamilton County audience is choosing 101.9 even though 101.9 covers a smaller portion of the county (granted that portion is more populous). Something isn't quite right.
 
The most recent book numbers had WIRE with a large audience and I don't see a point anything. Same for several other stations that makes me wonder. Some stations are clearly listed but with no numbers. Why are all encoding stations not lsited the same.
 
Just by word of mouth I know we (WEEM) has appeared at times over the past year. I think it's awesome that my high school students can reach people outside of the typical Madison County listener!
 
This is the odd part. WEEM is listed but with no numbers. I don't know what this means.

When I listened to 101.9 as WKLU, I could get a good signal up to about Clare on state road 37 to the east, and also to about the Hamilton/Tipton county line on US 31. That to me would indicate 101.9 covers a larger portion of Hamilton County. You're the engineer, Bob. I'm just telling you my experience.

That wouldn't surprise me. The WKLU antenna is on the east side of the tower which tends to throw a little more signal north and south. The place was engineered very well & has a better than average Class A signal. I recorded a weak sample of the 101.7 signal (at 61 miles, it's pretty noisy) and shipped it off to Arbitron for analysis. They didn't detect any encoding. They're going to see if any listener decoding is registering...if not, Elwood, we have a problem.
