PPM?

Hi Folks-

I'm wondering! I have heard talent on The Wolf say something to this effect:

(4:06 pm) 99.5 The Wolf coming up at 4:16 the new one from Taylor Swift!

I understand teasing the audience to get them listening longer, but what difference does saying the exact time have on PPM? In other words why not say this:

(4:06pm) 99.5 The Wolf coming up in 10 minutes the new one from Taylor Swift!

Thoughts as to why?

Saying the exact time has no effect on PPM, since people don't need to keep track of what time they started listening, stopped listeing, etc.

What it does do is give someone a time check= that if they like Taylor Swift, and want to hear that song, if they go away, they know they need to be back at 416p to hear that song. So even while radio listener is over checking what KSCS is playing, he/she is thinking 'let me flip back to The Wolf to hear that song I really like"
 
...that's what I thought, but wasn't sure because it seems a lot of talent...The Wolf, Kluv, Lite FM have been doing it as of late....Of course you don't hear it when it's been voicetracked.

You said it was done as a time check situation. Is this HOPING the listener comes back to catch the Taylor tune thus boosting the PPM if the have the device.
 
Or in my case, I'd know to not be listening at that time. What is the infatuation with Taylor Swift, anyway? She's a talentless shrieker with a pretty face who knows a few chords on the guitar. Her songs are all one-dimensional. Let Kiss FM and that other new top 40 have her and keep the country stations playing real country.
