Pre-sunrise and post-sunset authority

The significance of this isn't entirely clear to me, but here goes: the FCC has announced that re-calculated pre-sunrise and post-sunset power levels may now be used by daytime AM stations eligible for them. Stations may request the ability to use these power levels by letter. The FCC will make the necessary calculations and, once it informs the requesting stations of the requisite operating parameters, the stations may make use of them.

 
This gives stations clear authority on what they can use from 6am to local sunrise and local sunset to 6pm.

Stations that may have 9 watts of night power, at 6am or local sunset can potentially operate with more power, makes a diofference.

However, if you have .. i was told.. higher night power then your psra/pssa, you can use your night power .. you dont have to use pssa/psra.

I worked at an AM that had a full 500 Watts it could use at 6am, instead of the 27 watt night power.
