Previous City of licence rules as they once stood

You must broadcast a certian amount of programming that shall focus on the city of licence per week. Many radio stations in the day had small make good studio that some kid ran Sunday programing from. I thought in the day it was 4 hours a week.

The manned 24/7 was also true but if you had a Am with a FM in the same location only one person needed be there.

Question what if you have a cluster as we see today what would be the ruling?

Change it to Community of License (COL) not City...a town, etc, even an unincorporated area can qualify for a license...
