Priming the pump.

Since it is their bread and butter (money), don't you think that ARBITRON should invest a few million bucks to promote growing radio audiences? Since Radio revenue is down pretty much across the board, I say now is the time to make ARB step up and earn their keep.
 
I can picture the advertising campaign now:

"Radio... We complete you."

I assume Arbitron gets paid regardless of actual listeners so where would the returns be for Arbitron in this scenario. They are not a non-profit or trade group are they?
