PROBLEM WITH KNWS-DT

I have a DTV converter box I just picked up at Circuit City. I have the Zenith model with I understand is the same as the Insignia model the Best Buys sells. I can get all of the stations DTV signals except KNWS 51 (DTV52) I seem to have good signal level, about the equivalent of most of the other stations in town, but it will not "unlock" the DTV. I know of someone else who has the same box with Insignia label on it and has the same problem. Anyone else have this problem ?

IIRC,

KNWS-DT's signal isn't at full power (and basically sucks...). I get it sometimes and not others (Clear Lake area). I don't think they're putting any effort into the existing transmitter/signal, since they're picking up 47's frequency after "the day"...
