Programming we've come to accept

I'd like to know where the idea for the 'All Request, Classic Lunchhour' came from?! I was in Toronto recently, and I scrolled the dial at 12noon, and every station had some form of request show, normally based on older music. Firstly, why? Is this a ratings winner? Secondly, where did this programming idea originate?

That is boring and predictable. I guess it really depends on the format as to what you can do. There's always decades (80's lunch, 90s @ Noon), mix shows, themes (what's for lunch?), artists blocks, etc... Just another case of stale radio I guess.
