Proposed FCC regulation for local programming

It's a Top story on Radio-Info. Iwas just wondering if someone could clarify and if this passes how would it affect Providence radio.
I think everyone even WHJJ is in compliance with this proposed rule.
The only station in Rhode Island that may have a problem would be WPXQ-TV doing a complete network feed of Informercial and 5 hours of ION network programming. Then again I thought the FCC was looking into that saying all the hours of informercials was not serving the public interest.
