many radio & TV stations don't air any news or public affairs.
Do they produce a phony public file claiming they discuss community issues?
and are stations supposed to have a person there on weekdays in case
'someone comes to view the public file ? Or in case the FCC visits.

The news and public affairs requirement when away 25 years ago.

The FCC is considering requiring public files available on the internet, rather than personal visits during business hours. I believe it's already a requirement for TV.
