"Q-FM" KAQQ 90.9 in Midland

Anyone know anything about this station in Midland? It is a non-commercial station which plays continuous AC music. The only announcements were a deep voice saying "Q FM", a slogan of "A bunch of music on the radio" and also an announcement of job opportunities at Q-FM. The legal ID mentions the Midland station plus a station in Key West Florida? and maybe another station as well.
Not sure how this station is funded as it is non-commercial and I never have heard any appeals for pledges, etc. Just regular non-stop AC music like KODM, etc.
 
I traveled to the area last week and noticed this station as well and was wondering the same thing. Hopefully someone in the know can chime in.

It is co-owned with and apparently simulcasts hot AC WAZQ 88.3 Key West FL. FCC shows both owned by a group called Educational Public Radio. Not much of a website: http://qfmmusic.com/. That site also lists KLSI 89.3 Moss Beach CA as another station besides the Midland one.

EMF already has 2 100kw stations in this area (K-love and Air 1) which are completely new stations.

Sounds interesting, and you may be right about it being a place-holder. Like Chip said, the website doesn't tell you much, although what's supposedly the parent station (WAZQ) is listed in a few other places as religious. So if the Midland station is doing AC, could it be something put together locally?
