Question about Energie stations

Is there any reason why the Energie stations keep dumping out of English songs from 10 AM - 3 PM and on weekends? They play them in full in other dayparts, but will only play 2 mintues of English songs before seguing into another one during midday hours and on weekends. Why is this?

By playing a montage of songs, they can count the whole thing as one English selection.

Is that how they dodge French content rules? If so, why hasn't the CRTC tried to call these French stations out on this?
