Question about market coverage

I always wondered this, why did San antonio TV get Lavaca county as part of their market? Houston coverage has a better coverage then San antonio. WOAI and KENS just hardly clips the western side of the county and the rest dont even make it in. Might as well forget about trying to pick up channel 29 or 35 or channel 2. KPRC, KHOU, KTRK all come in and I can get some of the UHF channels also. Might as well forget about trying to recieve San antonio's HD channels on off the air antenna, unless your on the far western side of the county. I would of thought Houston would of had a better chance at getting Lavaca county in. Victoria channel 25 hardly makes it out of Victoria.
 
is a service area consist of 60-100 miles in a service area of a city and then there are counties in between two service areas that are in different service areas (like san antonio and austin) hays,comal, kendall, blanco.
