Here are the questions:

What was the first radio station in Detroit to carry "Backtrax USA" and when did they start airing it?

Which radio station(s) in Detroit currently air Backtrax USA and do they air either the 80s or 90s version of the show?

To your first question, I think WKQI picked it up in 1994.

To the second, WNIC ('Fresh') carries the 80s version on their HD2 stream.
