Question about station ownership

I was just thinking of this after reading that CC wants to increase the number of stations they can own, If they own a station on two frequencies (translators not counted), say, for example, WWXQ 92.5 / WXQW 94.1, do these stations count as one single station, or do they count each individual frequency. So if it counted individually CC Huntsville would own 6 stations (WWXQ, WXQW, WDRM, WTAK, WHOS, WBHP) if the two only counted as one they would only have 4 (WWXQ/WXQW, WDRM, WTAK, WHOS/WBHP)
______________

The FCC would count each individual station in determining the maximum number of stations any group could own. If the FCC allowed groups to count stations which were simulcast, etc as one station as opposed to counting them individually, it's a sure bet the radio conglomerates would be trying to use that loophole in order to own more than the maximum number allowed.

I think passtheword is right about this.

Doesn't the FCC specifically count stations by MSAs? I know that even though WVWA FM 96.7 barely puts a city grade over Atlanta, it's still counts against Clear Channel since it covers a significant part of the Atlanta metro.
______________
