Question about station promos

I understand that Univision is airing station promos on KLTN claiming that it's #1 this, #1 that. I'm not sure why they would think this would help in a PPM world. Hasn't propping up recall gone the way of the typewriter and the 8-track tape player? I strikes me as a case of insecurity and wounded pride brought on by getting badly bloodied by Mega. Thoughts?
 
In radio, everyone can be number 1 at something. You just have to look for the angle.
