Question about transitions of newer songs to regular rotation....

Something a little frustrating about one of our CHR's here in Atlanta. Example.......
Power 96-1 debuted Lady GaGa's "Applause" just as others did and a couple of months ago. And it even reached medium rotation for a few weeks. Now, as the song is reaching Top 15, the number of plays on here on Power 96-1 has just plummeted! This week, It's down from 35 plays to a dismal 13 plays per week. This only seems to happen with certain songs. And usually, several weeks later, the song will get a re-surge in the number of plays. They did the same thing with Capital Cities,"Safe And Sound". Song first comes out, everyone likes it, then then they DROP IT as if it's a a total bust, then maybe increase the number of plays but, way later than most other stations have already done in the first place. Is this normal practice at other CHR stations? What is the bizarre strategy behind this? It's a little frustrating to me and now, I just have to know! Lol. Any thoughts?
 
As far as I know, Power is the only CHR that follows this frustrating practice. I have no idea why they've been doing this since they debuted either.
 
Different stations have different practices. Sounds like Power 96.1 focuses on cutting-edge music and then slows down on plays once something becomes recurrent. Cumulus stations on the other hand are late to add, but keep the spin count relatively high long after other stations have forgotten about a specific song. Being that Power 96.1 is a competitor to Q-100, they probably do this for people who want new music but aren't going to hear it on Q-100.
