Question about TV market coverage

How does San antonio have Lavaca county in their market? Houston has a better air coverage into Lavaca county than any of the San antonio stations. 4 and 5 may be the clearest ones, and even they go out. Most of the Houston station coverage goes into Lavaca county. I just dont understand how that works I guess. I watch Houston because its more clear.
 
There are a lot of oddities like that around Texas. I suspect that the county in question was included in San Antonio's radio market years ago and they've never changed it. Ultimately it's hard to change such things as stations fight to keep certain counties in their market.
 
The only "True" San antonio station I can get out here is WOAI, FM I cant only on skips, KISS I can but Houston FM and TV is what I can usually get and AM. Thats strange.
