Question for GM's, sales manager's

We occasionally pick up a little money from a service called "Bid For Spots" which is a reserve auction website. We put in rates and "bid" against other stations and the companies buy by CPM and get great, reduced rates, especially on the weekend and on overnights. We take an ass whipping on the rates sometime, but we figure it's unsold inventory and not unlike running spots for per inquiry.

I get notification every week if clients are interested in buy this market, but with us being in the political window I have dutifully plugged in our political rates and never get a buy. When I play with the rates, I can "win" spots if I get down in the $2-$3 range on our FM's...my question is how are other stations in this market getting a "buy" without violating their political rate card.? We monitor and I know which stations are getting the "buys" (we get to hear the spots before we bid on them)and their political rates are MUCH higher than what they're selling the spots to "Bid For Spots" for.....

So...are the "winners" slotting the buys in a different category, or are they just ignoring state and federal election laws?
