Why is WSTW and WJBR's X-mtrs in the same area....and why is the location far to the north of the COL...Wilmington, DE...

They are both situated in the highest point in Delaware around 450 feet above sea level, when you are going west on Naamans Road you can see the high steep going up...toward Brandywine....
 
Actually the highest point of elevation in the state of Delaware is Mount Cuba, where WAMS-FM 99.5 was formerly located, before its license was returned to the FCC; WJBR subsequently sought the license and bulit on the site on Ebright Road.
 
It doesn't matter how far away from your COL you have your transmitter, as long as all of the COL city limits fall within your Grade A contour. Being that Philly is oh so close to Wilmington, and height means "everything" to FM, I'd build as close to Philly as I could, while maintaining my Grade A into Wilmington for the sake of getting into the Philly Book, so I could charge near Philly rates.
