QUESTION: What could have WPGC/Washington did differently post PPM?

I ask this question since the station is known for being a major crossover station that even though last week it is now officially back on the BDS Rhythmic panel. However, it is still programmed as a heavily urban-leaning rhythmic that spins core urban songs heard on sister stations WVEE/Atlanta, WPEG/Charlotte, but also emulates sister WZMX/Hartford by moderately spinning crossover hits that chart on the rhythmic charts. Finally, let's not forget its slow jams show spins old school R&B and soul songs often heard on UACs. What could have WPGC done differently post-PPM that could have prevented its current switchover or was this an enviable shift?
