Questoon on a few Hispanic orientated stations...

Am i mistaken but I thought a few of these radio stations operated out of residences? Is liebman broadcasting doing such? I thought it was, but I could be absolutely wrong. What are the regulations for such? I'm just interested to know..You'd need permits from the FCC, an ISDN line but im not sure what else.
