Radio Cape May on 1700-AM?

Hey all.I was browsing through the dial, and came across a signal on 1700-AM in Erma Park. It's playing orchestra music, with a voiceover every few moments, stating that "Radio Cape May" is coming soon to that frequency. (It sounds like it could be Bill Huf from the 94.3/98.7 duo.)Any idea on who or what this could be?
 
Well,, it can't be a TIS as those aren't allowed to play music. I don't think any X-banders have been licensed in New Jersey on 1700.Probably someone with a part 15 Transmitter running somewhere. Next time your in the area and have a few minutes, see if you can find the antenna/transmitter. It shouldn't be that hard, with such low power.... and the transmitter being directly attached to a 8/10 foot whip.. it'd be easy to spot.That's iff these people are running legally..
 
At one time there was a 1700AM operating out of the Villas (IIRC, using the calls WSJL), but I believe the owner sold his gear (and, in fact, building) on Ebay not too long ago (same with Professor Nutmeg).
 
According to the FCC website, there IS a licence out there for a TIS station in Cape May on 1700. (I didn't know that the FCC showed TIS information, why it slipped my mind, I dunno. Ha!)So, it can't be a Part 15. But tell me about the rules that says that TIS stations cannot air music... I notice that Wildwood's 530 AM (when on), plays music in the background continuously. "Wildwood Days" to be exact.
 
I don't have any word for word rulling, but I know for a FACT TIS stations can NOT run music like a regular fuill powered licensed AM or FM does.Ask Chris up at WBLQ in Westerly, Rhode island! he tried it with WCTD 1620(WPKQN720) and got the license revoked.. I'm NOT knocking Chris whatsoever, just using him as an example.Just because AM 530 in Wildwood does it, does that automatically make it right??
 
I didn't mean to say that 530 AM in Wildwood was doing it right, I was just saying what is being done on the station as a comparison, and stating that there is a TIS running on the frequency, licensed by the FCC. I didn't say anything about the law, just asking for verification, as all...
