Would i be correct to assume that 6 is the maximum amount of stations one company can buy in the Philadelphia radio market? CBS and I heart have 6 each.

No, you would not be safe.

The limit in Philadelphia is 8 stations. CBS has two tv stations, leaving 6 radio stations as the limit. But if CBS had no local tv stations, they could have up to 5 on any band and up to 8 in total.
 
If I remember correctly, the rules are:

In markets with 45 or more signals: 8 stations, no more than 5 on one band.
30-44 signals: 7 with no more than 4 on one band.
15-29 signals: 6 with no more than 4 on one band
< 15 signals: 5 with no more than 3 on one band and station count cannot exceed half the total stations in the market.

There are also portability rules for entities that own both TV and radio. In larger markets, one TV station counts as one radio station with a maximum of two stations. Smaller markets have additional restrictions.

Saga has mastered that in the Ithaca, NY market. They have:

Full Power:
Lite Rock 97.3 (WYXL)
103.7 Q Country (WQNY)
I-100 (WIII)
Z95.5 (WFIZ)
870 WHCU
1470 WNYY

Plus translators:
96.7 The Vine (WYXL-HD2)
98.7 The Buzzer (WYXL-HD3)
Rewind 107.7 (WFIX-HD2)

So that's 9 unique stations running in the market, plus FM translators for both 870 (95.9) and 1470 (97.7) (11 signals total)

I think they have three other translators just re-broadcasting their main FMs (94.9, 96.3, and 103.3)

So, they have the potential to have 14 unique stations/formats in the market. Unreal, but per the FCC, totally legal.
