Raiders Game On Two LV Stations

I noticed the Raiders/Bears game was on both 1230 KLAV and 1400 KSHP. Not just the same game, but the exact same broadcast from the Raiders network. I thought each team could only have one affiliate per market.
 
Interesting. Maybe they want to make sure Raider Fans have a back-up station, they can be highly upset. I thought 1230 was brokered?
