I've been one of the judges for the TAB Public Service competition in the past (not this year's) and I can confirm that stations have to work hard to earn this honor, providing a lot of free airtime, sponsoring public events and running remotes to help a variety of community non-profits during the previous 12 months.
There's a lot more to it than just reading liners or running canned PSAs from the Ad Council.
Plus, their presentations to the TAB have to provide heavily documented proof of how the local community benefitted from the station's hard work.
