Ratings and non-comms

Hi, I thought Arbitron was going to include non-comms in surveys? If so, when will this happen? I would suspect, WBVM, WMNF and WUSF would all show high shares if rated.
 
PPM will be starting in the Tampa market later this year. Non-Comms, like everyone else, will need to install PPM encoders to be rated. No PPM encoder, no ratings, you might as well be off the air. My understanding is that some stations will choose not to encode so they can use that as an excuse for no ratings "We really have a very big audience, but we dont encode, so we're not included in the ratings book"
