Ratings "Embargo" in Providence

What caused the Arbitron "embargo" in Providence? Is there something controversial that occured? How are advertising agencies choosing buys? What station in Providence is the top biller? Any idea what the annual number is?
 
For winter 2007 WCTK bought the numbers. So did WPMZ, WBRU, WNBH, WEEI, & all the Clear Channel & Citadel stations. I don't see that Hall would have anything to do with the embargo. I assume WNBH means WLKW in this market since the timeless favorites format runs on both stations. Which stations competing against the aforementioned are trying to sell local spots in the market? Therein probably lies the answer.
