How come WSTW shows up in the ratings books. But WJBR dosen't i know that people who live in the Philadelphia metro area listen to WJBR

In PPM markets, there are several reasons why a station does not show up in the public release 12+ data:
1. Station not subscribed: non-subscribers no longer show in the free reports.
2. Station not encoded for PPM (MSA non-subscribers get encoders free)
3. Station does not make the "minimum" cutoff.
In the case of a Wilmington station that gets minimal shares in Philadelphia, subscribing to the expensive Philly survey makes no business sense.
Okay i understand it now. The wilmington ratings only come out twice a year but is WJBR and WSTW the two dominant stations in Wilmington
