OK, it was a report to Congress. I found verification in a press release, so I guess they propagated that dung far and wide.

In any case, the information was seriously flawed including a mis-use of a term, the invention of a non-standard term and an assumptive connection of debt with radio programming.

I am allowed to disagree, and I have stated my reasons. If you agree, that is also your prerogative.
