They do that every year on the "Spring Forward" day.
And on the "Fall Back" day they say "Eastern
Standard Time".
I think they're helping out the Rip Van Winkles and Sleeping Beauties that dozed off early last night without tinkering with their timepieces and are just arising.
Next year, though, you won't have to worry about hearing that mantra over and over. At least on the first Sunday of April and the last Sunday of October. The time changes were been changed by the stroke of Bush's pen last summer on energy spending legislation.

So get ready to hear those mantras on the
second Sunday of March and the
first Sunday of November starting in 2007.
